The Ministry of the Interior, through the National Observatory on Sports Events formed on March 8, 2007, has issued a set of regulations to which all fans and the club A.C. Perugia Calcio must adhere. The regulations concern the display of banners, choreographies, and sound media.
The determination of the National Observatory On Sporting Events No. 14/2007 of March 08, 2007 states the following:
It is forbidden to introduce banners and any other material assimilated to them, including that for choreographies, into all sports facilities unless expressly authorized.
BANS
Within the limit established by the sports clubs, it will be possible to introduce and display banners containing inscriptions in support of one’s team for the scheduled match, by submitting at least 10 days before the match takes place, a special application, via e-mail, to the club organizing the match, indicating one’s full personal details. For this purpose, it will be necessary to specify:
– the size and material used to make it;
– the content and graphics visible in appropriate photographic documentation;
– the sector where it will be displayed.
CHOREOGRAPHY
For choreographies, in addition to forwarding at least 10 days before the holding of the match a special application – by e-mail – to the company organizing the match indicating one’s full personal details, the manner and timing of implementation must be specified, signifying that this activity must in any case be finished before the match begins.
A.C. Perugia Calcio in relation to the already mentioned need to take care of the “quality of the show”, having assessed the spaces available upstream and downstream of the bleachers (balustrades), thus excluding those between the spectators, will inform, without delay, of the application received the G.O.S. Director or, for stadiums below the capacity established by the regulatory framework in force, the Cabinet Office of the Questore who, having also acquired the opinion of the Administrations concerned (Fire Brigade and, where present, Chief of Stewards), will, no later than 5 days before the holding of the match, grant its “clearance”, provided that:
– the applicant(s) for the display of the material or the making of the choreography is/are identified;
– within the group identified by the material is/are not one or more persons subject to a ban on access to sports facilities;
– there are no obstructive reasons from the standpoint of public order and safety;
– there are no obstructive reasons from the standpoint of safeguarding public safety and fire safety.
The authorization may also be granted for the entire season and may be revoked, without prejudice to the prerogatives of the club that granted the authorization,if one or more members of the group are hit by Daspo or are responsible for episodes of intemperance or violations of the prescriptions of the Regulations of Use; It is in any case forbidden to display material that due to its size obstructs the visibility of other fans so much as to force them to assume the upright position
RULES FOR THE INTRODUCTION OF AUTHORIZED MATERIAL
The A.C. Perugia, which is entrusted with all verification activities pertaining to the specific matter, will notify the applicant in writing of the determinations made, with the notice that:
– authorized material must be brought into the facility at least 1 hour before the gates open, specifying the access gate;
– No material, even if authorized, will be allowed to enter after the gates have been opened to the public;
– banners may only be posted in the space specifically assigned by the company, which must then verify compliance with the requirements with its own personnel;
– the display of material other than that authorized will result in the immediate removal and removal from the facility of the offender(s) to whom the regulations regarding the prohibition of access to sports facilities may be applied as well as, revoked the authorization to display the identifying banner of the club to which the offender belongs;
– at the end of the runoff, the authorized material shall be removed and, where also prescribed through the stadium sound communication system, resubmitted in its entirety at the indicated gate.
